ILS provides supervised, supportive living environments addressing the preferences, strengths, abilities, needs and life-span issues of adults with developmental disabilities. Intermediate, 24-hour supervision, or home-based supports may be provided, as needed. A Qualified Mental Retardation Professional (QMRP) and House Manager oversee each CILA (Community Integrated Living Arrangement). There is a Registered nurse on call 24 hours a day to provide monitoring and follow-up for medical needs.
ILS provides quality customer-driven services to adults with developmental disabilities to help them become as independent as possible. Services are provided in homes, which provide a personalized living environment integrated into the community.
Services are designed in a coordinated manner through a Community Support Team (CST) to assist people with disabilities in achieving and maintaining independent lifestyles. ILS focuses on the uniqueness of each person, what each individual wants for their life, and how people with disabilities can have fully inclusive community lives.
Independent Living Services (ILS) consists of five CILAs. ILS 1, ILS 2, ILS 3 and ILS 5 are located in Anna, Illinois.
Anna is a small community located in Southern Illinois in Union County. As of the 2000 census, the city had a total population of 5,136. There are many beautiful, recreational parks, rivers and scenic, wooded hills in the area.
Anna is centrally located to several larger cities.

ILS 1 is the least restrictive environment of all of the ILS CILAs because of the men who live there. They are quite independent, well integrated in the community and require the least amount of supports. This CILA is located close to downtown…..within walking distance to churches, shopping, library, banks, and the park and the seven men who currently live at ILS 1 walk into the community independently as they wish. ILS 1 is a two story home with three private rooms.

ILS 2 is in a country setting just outside of the Anna city limits. There is a large yard with many trees and privacy and yet it takes only a few minutes to be in town. The motto for the seven adults who live in this CILA is "….go…….go……go." ILS 2 in a one story home with five private rooms.

ILS 3 has the highest staffing ratio of all of the CILAs in the agency. The people who currently live in this CILA have high medical and programming needs. ILS 3 is located in town and is right next door to the workshop (JR Center), which allows individuals to walk to and from work. It is also within walking distance to McDonalds.

Proximity to larger towns:
Metropolis is situated on Interstate 24 halfway between Nashville, Tennessee and St. Louis, Missouri, while Paducah, Kentucky is only 10 miles away. Metropolis is full of history. Metropolis is proud to be the home of the oldest state park in Illinois. Fort Massac State Park became the first official state park in 1908. The park provides picnicking, camping, hiking, boating, fishing, skiing and hunting within its 1,540 acres of beautiful Southern Illinois landscape.
What is special about this facility: ILS IV is located on the outskirts of Metropolis on ten acres with a small pond. The seven individuals at this CILA stay “on the go”. The favorite activity is Harrah’s river boat.

The newest CILA in the Kel-tech organization offers 24-hour supervision with individualized programming. We also offer a choice of day training at work or day training at home with an option of work placement in the community if eligible.
There are a variety of activities they can participate in, i.e., Special Olympics, eating out in the community, movies, fun days at parks, ballgames, local fairs, having friends over for parties, and all holidays and birthdays are special times for each and every person.
ILS 6 is a new home with all the latest décor, and best of all, private bedrooms!
